Apni Chhat Apna Ghar Scheme has been launched by the Chief Minister of Punjab, Maryam Nawaz Sharif, to facilitate the low-income class in 6 districts of Punjab Province, including

  • Lahore
  • Sialkot
  • Multan

The scheme plans to provide 100,000 homes to eligible applicants at affordable cost. The scheme will deliver homes within four and half years following 3 Execution Models such as

  • Execution Model – 1: Equity-Based Land Sharing
  • Execution Model – 2: Affordable Housing Scheme Rule 2020 in Private Societies
  • Execution Model – 3: Interest-Free Loan

At the commencement of the Apni Chhat Apna Ghar Scheme, 3,000 houses will be constructed in other districts and distributed without biases, whereas 5,000 homes are under construction adjacent to the Main Raiwind Road, in Lahore.

Each unit costs PKR 1.5 million. The Applicant will pay 40% of the total, whereas the Punjab government provides a 60% subsidy. Furthermore, to ease the financial burden, the Applicant will pay monthly installments PKR 26,000/- over 5 years.

Only applicants who register at the registration webpage of the Apni Chhat Apna Ghar Program can access the Apni Chhat Apna Ghar login portal. Once registered, the Applicant can log in at the Apni Chhat Apna Ghar Program Login Portal.

Down Payment for Apni Chhat Apna Ghar Scheme

An applicant must pay 40% of the total amount as the total price is PKR 1.5 million. Thus, the down payment is PKR 600,000/-.

Monthly Instalment for Apni Chhat Apna Ghar Scheme

The monthly installment for the Apni Chhat Apna Ghar Scheme is PKR 26,000/-, which must be paid within 5 years to fulfill the 40% down payment.

Apni Chhat Apna Ghar Scheme’s Vision

Apni Chhat Apna Ghar Scheme: Phases of Construction Plan

The scheme has 3 phases, including

Execution Mode – 1: Equity-Based Land Sharing

This model aims to facilitate the construction of apartments on state land by an equity-based land-sharing arrangement between Punjab Housing & Town Planning Agency and developers.

Tentative Housing Units

Tentative 10,000 housing units will be developed on state land by a land equity arrangement between PHATA and developers.

Developer’s Responsibility

The developers will build infrastructure such as utilities, roads, and amenities following PHATA’s design. Furthermore, the developers will adhere to PHATA’s structural and drawings of infrastructure and housing apartments.

PHATA’s Responsibility

The PHATA’s role is to provide infrastructure designs, drawings, construction materials, and specifications and guidelines. Moreover, the PHATA will provide a layout plan.

Government’s Role

The Government will determine each apartment’s price and installment Plan.

Execution Model – 2: Affordable Housing Scheme Rules (APHS) 2020 in Private Schemes

This model aims to allocate 20% or above of the residential area within a private housing scheme for low-income families and individuals. PHATA shall approve the developers’ Private Housing Schemes under the Affordable Private Housing Scheme (APHS) Rules 2020.

Developers' Responsibility

The developers will get approval for their private housing schemes under APHS Rules, 2020. In addition, the developers will provide affordable houses based on design, size, and price determined by the PHATA Agency.

Allottee Role

The allottee will pay the down payment fixed by the PHATA Agency to the developer through an Escrow Account. The allottee will make monthly installments to the developer over 5 years or as determined by the PHATA Agency. Once the down payment is made and the Government provides a subsidy of 1 million, the developer will give the allottee possession of the constructed units. PHATA will oversee the overall process.

Execution Model – 3: Interest-Free Loans

In this execution model, interest-free loans will be provided to construct homes.

Eligible Beneficiaries for Interest-Free Loan

  • Only eligible candidates with 5 Marla plots in urban areas and 10 Marla in rural areas can apply for interest-free loans through ACAG’s website: acag.punjab.gov.pkonline portal.
  • The maximum loan amount is 1.5 million.
  • The tenure of the loan is 7 years with flexible monthly installments.
  • The amount will be disbursed in tranches to recipients.
  • The revolving fund will continue to revolve after receiving back installments of interest-free loans from the recipients.
  • The Government of Punjab will pay sales tax and operational costs.  

Eligibility Criteria for Apni Chhat Apna Ghar Scheme

  • Applicant must be earning less than PKR 60,000/- per month
  • Applicant must be the head of the family as per NADRA record.
  • Applicant must be a permanent resident of Punjab as per CNIC.
  • At the time of online application submission, the Applicant must be the sole landowner of 5 Marla or less in urban areas and 10 Marla in rural areas in Punjab.
  • Applicant must have a non-criminal record.
  • Applicant must not be a loan defaulter of any financial bank or institute.
